The application uses Orchestrator's webhooks capabilities to listen to events, and Orchestrator APIs to create queue items, start jobs and get their status.

Forget about having recurrent schedules that check for queue items to be processed and runs a process each time only to realise there are no items to process. Similarly, think about linking processes together. You no longer need to start a new process at the end of the existing one. Instead, you just let this one finish and this application will take care of starting the new process when the other one finishes.
